Section 4.1.3 of the Hammond Unified Development Code says no one may perform clearing, excavation or earthwork within the city without first getting a Site Clearing-Grading permit or a building permit from the building department. Article 4 is limited to land that is changing use, such as ground becoming a residential subdivision or a commercial, multi-family or industrial site. The code also exempts tree cutting and logging that leave the stump and root mat intact under accepted agricultural practices.
